Guide to Tamper-Resistant Rx Pads

According to CMS guidelines, a prescription pad must include at least ONE of the following three requirements to be considered tamper-resistant on April 1, 2008. All three of the CMS requirements must be met by October 1, 2008.

One or more industry recognized features designed to prevent unauthorized copying of a completed or blank prescription form
Questionable:
  • Basket-weave Paper: Easy to purchase at the local office supply store. Most acceptors unable to differentiate real paper from a counterfeit or copy.
  • Colored and Fluorescent Fibers: Easily copied and hard to distinguish from authentic without magnification or black light.
Common:

  • No Background or Screen: It is far easier to modify information on a plain paper surface than one where removal of the content also removes a background pattern.
Common:

  • Chemical Sensitivity (stain): Brown and blue stains that display when exposed to solvents.

  • Check Boxes: Easy to mimic. Their presence as a "security device" builds a false sense of confidence that the item is authentic.
